Scientists develop a whole new way of harvesting energy from the sun

A new method of harvesting the Sun's energy is emerging, thanks to scientists at UC Santa Barbara's Departments of Chemistry, Chemical Engineering, and Materials. Though still in its infancy, the research promises to convert sunlight into energy using a process based on metals that are more robust than many of the semiconductors used in conventional methods. The researchers' findings are published in the latest issue of the journal Nature Nanotechnology.
"It is the first radically new and potentially workable alternative to semiconductor-based solar conversion devices to be developed in the past 70 years or so," said Martin Moskovits, professor of chemistry at UCSB.
In conventional photoprocesses, a technology developed and used over the last century, sunlight hits the surface of semiconductor material, one side of which is electron-rich, while the other side is not. The photon, or light particle, excites the electrons, causing them to leave their postions, and create positively-charged "holes." The result is a current of charged particles that can be captured and delivered for various uses, including powering lightbulbs, charging batteries, or facilitating chemical reactions.
"For example, the electrons might cause hydrogen ions in water to be converted into hydrogen, a fuel, while the holes produce oxygen," said Moskovits.
In the technology developed by Moskovits and his team, it is not semiconductor materials that provide the electrons and venue for the conversion of solar energy, but nanostructured metals ? a "forest" of gold nanorods, to be specific.
For this experiment, gold nanorods were capped with a layer of crystalline titanium dioxide decorated with platinum nanoparticles, and set in water. A cobalt-based oxidation catalyst was deposited on the lower portion of the array.
"When nanostructures, such as nanorods, of certain metals are exposed to visible light, the conduction electrons of the metal can be caused to oscillate collectively, absorbing a great deal of the light," said Moskovits. "This excitation is called a surface plasmon."
As the "hot" electrons in these plasmonic waves are excited by light particles, some travel up the nanorod, through a filter layer of crystalline titanium dioxide, and are captured by platinum particles. This causes the reaction that splits hydrogen ions from the bond that forms water. Meanwhile, the holes left behind by the excited electrons head toward the cobalt-based catalyst on the lower part of the rod to form oxygen.
According to the study, hydrogen production was clearly observable after about two hours. Additionally, the nanorods were not subject to the photocorrosion that often causes traditional semiconductor material to fail in minutes.
"The device operated with no hint of failure for many weeks," Moskovits said.
The plasmonic method of splitting water is currently less efficient and more costly than conventional photoprocesses, but if the last century of photovoltaic technology has shown anything, it is that continued research will improve on the cost and efficiency of this new method ? and likely in far less time than it took for the semiconductor-based technology, said Moskovits.
"Despite the recentness of the discovery, we have already attained 'respectable' efficiencies. More importantly, we can imagine achievable strategies for improving the efficiencies radically," he said.
Research in this study was also performed by postdoctoral researchers Syed Mubeen and Joun Lee; grad student Nirala Singh; materials engineer Stephan Kraemer; and chemistry professor Galen Stucky.

Feature: Sony's PlayStation 4 Reveal - Did It Meet Our Expectations?

Just moments before Wednesday?s big PlayStation 4 press conference, we rounded up as many Push Square staff members as we could get our hands on, in order to discuss our hopes, dreams, and fears for Sony?s next generation platform. Now, with the console blown wide open, we?ve repeated the more-challenging-than-it-sounds task, herding together a familiar roster of names for a good old chinwag about the impending system and its coming out party.

Sony bravely scoffed a hearty slice of humble pie with its PS4 announcement, addressing some of the technical challenges developers faced with PS3, which should prove a particularly solid move by them. Its effort to embrace social gaming all sounded excellent, too, but we'll have to see it in practise before getting too excited. As for the re-birth of Vita as a 'second screen', it could be a saving grace for the struggling handheld.
However, I?m not convinced about the new DualShock controller. While the form factor tweaks look nice overall, it seems too busy and slightly confused ? perhaps there?s still time for refinement? I would have liked to have seen more games, too, but I?m sure E3 will solve that. I thought that the titles that were on show offered a reasonable demonstration of the system?s capabilities.
Overall, I thought the press conference was positive, and a great foundation for further announcements throughout the rest of the year. Bring on E3.

I understand that there are people desperate for the next generation to usher a new wave of creativity, but I was honestly satisfied with the pretty graphics. Sony is renowned for innovation, so I?m certain that titles like Journey, LittleBigPlanet, and Heavy Rain will come in time. For now, I just wanted to see the Helghast being shot in the face in glorious 1080p ? and the manufacturer didn?t disappoint in that department.
But it was Sony?s attitude that probably impressed me the most. It was almost like the platform holder had a list of problems with the PS3 and responded to every single one of them. Difficult development environment? Fixed. Awkward patching and firmware system? Fixed. Lack of social and community features? Fixed. I wrote in my reactions piece that the PS4 sounds like a return to the ?Plug and Play? ideals of yesteryear, and the more I read about the console, the more that appears to be true. As someone who wants to scream every time I see a progress bar, I?m excited for a new piece of hardware that promises to work without any hassle.

I'm fairly convinced that I'll be buying a PS4, though as of yet I'm not certain I'll be putting down the moolah at launch. This was just a first showing, though, and with E3 on the horizon I'm looking forward to seeing a fuller roster in a few months.
Overall I found the line-up somewhat underwhelming; efforts like Killzone: Shadow Fall appeared to be nothing more than prettier versions of games already possible on PS3 ? right down to the 'press Square to plant C4' button prompts. Deep Down and Watch_Dogs look superb, however, and Media Molecule's bizarre technology demo plastered a grin right across my face. I didn't and don't understand what that game is going to be, but I already want it.
Game streaming, media sharing, and instant, download-free, demos are big wins. The user video features are brilliantly thought out and are sure to entice the YouTube crowd. I don't know how much I'd use them, but as somebody who loves the video recording functionality of Just Cause 2, I'm sure I'll find some fun uses.

I had pretty high expectations for the PS4, but I wasn't prepared for how stunning the next generation of games were going to look. Killzone: Shadow Fall's vast, beautiful city vistas; Deep Down's incredible lighting; Quantic Dream?s photorealistic old man demo ? they all blew me away.
But what took the biscuit for me was seeing a live demo of Watch_Dogs. The living, breathing city and the power you have over it left me amazed. It was spectacular to see both fancy new visuals and new ways of playing. It?s going to be a wonderful launch title.
My only issue now, though, is the long wait until the holiday season. Current generation games are probably going to struggle to impress me ? I might just take to watching that Killzone demonstration on loop.

The PS4 will deliver a new benchmark for gaming. After seeing this week?s presentation, I?m convinced of that. I?d rather have seen the console?s inner-workings than its final look any day, and for me, the event, specifically Destiny and PS4 streaming on Vita, was very reassuring. Sony has learned its lessons, and is leading the charge for the next generation.
If I have any criticism of the PlayStation Meeting itself, it?s that I?d hoped to see a little more of the Vita. But, alas, this was a show all about Sony?s next generation console, and I already can?t wait for E3 later in the year.

Well, that was something, huh? Besides being spot on with my Gaikai predictions ? I?m twirling my mustachio as I type ? there was one feature in particular that I, even in my infinite wisdom, couldn?t have foreseen. The ability to relinquish control of your game to a spectating friend was, for me, one of the most exciting features that the PS4 will offer. Yes, the console is powerful, the games will be beautiful and innovative, and there?ll be stellar exclusives ? but streaming and social integration is the direction that the industry is heading, and as long as Sony lives up to these promises, they?ll certainly have a leg up over their competition.
I've overheard a lot of people that were disappointed with the conference; people complaining that there weren't enough games or information. These people need to have a little patience. This was an announcement conference. For such an event we were treated to a surprising volume of information and reveals, and with a promised release window of this Christmas, you'll have information coming out of your ears by the time that E3 rolls around.

I?ll start by saying I think Sony did a great job. Maybe the press conference dragged on a bit now and then, but they?ve set themselves up perfectly for E3. For me, being able to stream games to other users and share videos was probably the most exciting reveal ? the potential here is huge, especially since the PS4 looks to be an astounding piece of hardware. Nothing showed off the sheer technical grunt better than Killzone: Shadow Fall ? I don?t think I?ve ever been so excited for a shooter.
Given the nature of the PS4?s architecture, it?s clear that Sony?s moving in the right direction, and that?s really the most important thing we can take from the event. Recent times have been rough on the brand, but the manufacturer?s shown that it?s still confident, full of ideas, and willing to improve. Bring on E3 ? I hope Kaz Hirai makes an appearance this time.

My biggest concern about used games may not have been answered until after the press conference, but I still came away from the presentation delighted with the hardware. The processing power is impressive and should give developers a lot more freedom after the notoriously taxing PS3. The idea of being able to Remote Play games on your Vita is beyond cool, and I really hope that it?s something that is fully developed.
Unfortunately, I found the software a bit disappointing. We weren?t shown much other than a couple of ho-hum titles and footage of games that we already knew about. I know that Sony wants to save some content for E3, but it would have been nice to end the conference with a bang. The same is true of the price point; I understand that it?s a strategic decision to keep that under wraps, but the Internet is already awash with rumours of an exotic cost.
With the spectacle over, I?m still left with plenty of questions. But I?m eager to learn the answers, and I think that?s good enough for the time being.

DAYTONA BEACH, Fla. (AP) ? At least 33 fans were injured Saturday during a NASCAR race when a car flew into the fence at Daytona International Speedway, hurling a tire and large pieces of debris into the stands.

The entire front end was sheared off Larson's car, and his burning engine wedged through a gaping hole in the fence. Chunks of debris from the car were thrown into the stands, including a tire that cleared the top of the fence and landed midway up the spectator section closest to the track.
The 20-year-old Larson stood in shock several yards away from his car as fans in the stands waved frantically for help. Smoke from the burning engine briefly clouded the area, and emergency vehicles descended on the scene.
Ambulance sirens could be heard wailing behind the grandstands at a time the race winner would typically be doing celebratory burnouts.
"It was freaky. When I looked to my right, the accident happened," said Rick Harpster of Orange Park, Fla., who had a bird's-eye view of the wreck. "I looked over and I saw a tire fly straight over the fence into the stands, but after that I didn't see anything else That was the worst thing I have seen, seeing that tire fly into the stands. I knew it was going to be severe."
Shannan Devine, of Egg Harbor Township, N.J., was sitting about 250 feet away from where the car smashed into the fence and could see plumes of smoke directly in front of her.
"I didn't know if there was a car on top of people. I didn't know what to think. I'm an emotional person and I immediately started to cry. It was very scary. Absolutely scary. I love the speed of the sport. But it's so dangerous," said Devine who was planning to attend her second Daytona 500.
She said many fans got in the way of rescue efforts by trying to take pictures and videos, even jumping over fencing in hopes of getting closer to the scene.
Speedway President Joie Chitwood said 14 fans were treated on site, and 14 others were taken to hospitals. Chitwood didn't give any updates on their conditions. Local officials said 19 fans were taken to neighboring hospitals, including two who were in critical condition but were later upgraded to stable.
The accident happened the day before the Sprint Cup Series season-opening Daytona 500 ? NASCAR's version of the Super Bowl. Daytona workers could be seen repairing the large section of fence where Larson hit, as well as the wall that was damaged in the accident.
"First and foremost our thoughts and prayers are with our race fans," Chitwood said. "Following the incident we responded appropriately according to our safety protocols, and had emergency medical personnel at the incident immediately.
"We're in the process of repairing the facility and will be ready to go racing tomorrow."
As emergency workers tended to injured fans and ambulance sirens wailed in the background, a somber Tony Stewart skipped the traditional post-race victory celebration.
Stewart, who won for the 19th time at Daytona and seventh time in the last nine season-opening Nationwide races, was in no mood to celebrate.
"The important thing is what is going on on the frontstretch right now," said Stewart, the three-time NASCAR champion. "We've always known, and since racing started, this is a dangerous sport. But it's hard. We assume that risk, but it's hard when the fans get caught up in it.
"So as much as we want to celebrate right now and as much as this is a big deal to us, I'm more worried about the drivers and the fans that are in the stands right now because that was ... I could see it all in my mirror, and it didn't look good from where I was at."
The accident spread into the upper deck and emergency crews treated fans on both levels. There were five stretchers that appeared to be carrying fans out, and a helicopter flew overhead. A forklift was used to pluck Larson's engine out of the fence.
"It's a violent wreck. Just seeing the carnage on the racetrack, it's truly unbelievable," driver Justin Allgaier said.
It was a chaotic finish to a race that was stopped for nearly 20 minutes five laps from the finish by a 13-car accident that sent driver Michael Annett to a hospital, where his Richard Petty Motorsports team said he would be held overnight with bruising to his chest.
The race resumed with three laps to go, and the final accident occurred with Smith trying to hold off Keselowski through the final turn.
"I tried to throw a block. It's Daytona, you want to go for the win here," Smith said. "I don't know how you can play it any different other than concede second place, and I wasn't willing to do that today. Our job is to put them in position to win, and it was, and it didn't work out."
As the cars began wrecking all around Smith and Keselowski, Stewart slid through for the win, but Larson plowed into Keselowski and his car was sent airborne into the fence. When Larson's car came to a stop, it was missing its entire front end. The 20-year-old, who made his Daytona debut this week, stood apparently stunned, hands on his hips, several feet away from his car, before finally making the mandatory trip to the care center.
He said his first thought was with the fans.
"I hope all the fans are OK and all the drivers are all right," Larson said. "I took a couple big hits there and saw my engine was gone. Just hope everybody's all right."
He said he was along for the ride in the last-lap accident.
"I was getting pushed from behind, I felt like, and by the time my spotter said lift or go low, it was too late," Larson said. "I was in the wreck and then felt like it was slowing down and I looked like I could see the ground. Had some flames come in the cockpit, but luckily I was all right and could get out of the car quick."
It appeared fans were lined right along the fence when Larson's car sailed up and into it, but Chitwood indicated there was a buffer. He said there would be no changes to the seating before the Daytona 500.
"We don't anticipate moving any of our fans," Chitwood said. "We had our safety protocols in place. Our security maintained a buffer that separates the fans from the fencing area. With the fencing being prepared tonight to our safety protocols, we expect to go racing tomorrow with no changes."
Larson's car appeared to hit where the cross-over gate ? a section that can be opened for people to travel back and forth from the infield to the grandstands ? is located in the fence. Previous accidents in which drivers hit crossover gates were severe, but the gates were in the wall and not the fence for Mike Harmon's accident at Bristol in 2002 and Michael Waltrip's at the same track in 1990.
Still, NASCAR senior vice president Steve O'Donnell said it would be studied.
"I think we look at this after every incident," O'Donnell said. "We've learned in the past certain protocols put in place today are a result of prior incidents. Again, our initial evaluation is still ongoing. But it's certainly something we'll look at. If we can improve upon it, we'll certainly put that in play as soon as we can."
Larson had been scheduled to race his sprint car later Saturday night in Ocala, Fla., and even seemed restless to get there during the late stages of the Nationwide race. He pulled out of the event following the accident.
"Honestly, the race itself pales in comparison to the injuries sustained by the fans," said Chip Ganassi, the team owner who has Larson in his driver development program. "Our thoughts and prayers go out to all the fans that were injured as a result of the crash. As for Kyle, I am very happy that he is OK."
Keselowski watched a replay of the final accident, and said his first thoughts were with the fans. As for the accident, he agreed he tried to make a winning move and Smith tried to block.
"He felt like that's what he had to do, and that's his right. The chaos comes with it," Keselowski said. "I made the move and he blocked it, and the two of us got together and started the chain events that caused that wreck. First and foremost, just want to make sure everyone in the stands is OK and we're thinking about them."
Keselowski said the incident could cast a pall on the Daytona 500.
"I think until we know exactly the statuses of everyone involved, it's hard to lock yourself into the 500," Keselowski said. "Hopefully, we'll know soon and hopefully everyone's OK. And if that's the case, we'll staring focusing on Sunday."

Georgia: Criminal Charges against Tbilisi Mayor Spark Conflict
Tbilisi?s first popularly elected mayor, Gigi Ugulava, one of Georgia?s most powerful politicians, has been charged with embezzlement-misappropriation of budget funds and money laundering.
While the 37-year-old mayor, one of Georgian President Mikheil Saakashvili?s closest allies, has denied any wrongdoing, the February 23 indictment is another political blow to the president, and puts another yawning crack into efforts by the country?s divided national government to coexist peacefully.
The Georgian Ministry of Finance?s Investigative Service alleges that Ugulava was involved in a convoluted real estate transaction that cost ?the budget? 10 million lari (approximately $6 million) in a bid to place a private national broadcaster, Imedi, which had been critical of Saakashvili, under de-facto government control. Though they have not detailed their reasoning, investigators have termed the alleged misuse of funds ?money laundering.?
The case centers around the city?s sale and subsequent repurchase of a four-hectare plot of land in a popular Tbilisi neighborhood, Rike, that was aggressively promoted for development during Saakashvili's United National Movement's years in power.
The finance ministry maintains that Ugulava helped orchestrate the city?s sale of the land for 7 million lari ($4.24 million), but then had it repurchase the land, two years later, for 17 million lari ($10.3 million) to provide compensation for the alleged Imedi takeover to Georgian-American businessman Joseph Kay, who was then overseeing the station?s operations. Allegedly, 10 million lari from the sale was sent to an offshore account owned by Kay.
Another charge of embezzlement-misappropriation of budget funds stems from a student work program initiated by the Tbilisi city government that investigators maintain was used to pay 4.1 million lari ($2.48 million) to youth activists for Saakashvili?s United National Movement party.
Ugulava has denied the charges categorically, maintaining that the investigation is an attempt by Prime Minister Bidzina Ivanishvili?s Georgian Dream to usurp control of Tbilisi?s city government, and to lay the groundwork for dictatorship.
?I?m ready to prove my innocence,? he told media and supporters on February 23, asserting the day before that if the ?freedom of my country? means going to jail, he is ready to go.
Over the past five months, one former cabinet minister has been jailed, another charged in-absentia, and scores of lower-ranking former officials have been investigated and/or arrested.
At the same time, while UNM politicians remain a majority in the Tbilisi city government, a growing number have left the party over the past several weeks. The party has also lost power in regional governments since last October?s parliamentary election.
The combined effect has sparked growing allegations that the Georgian Dream is more interested in introducing ?political terror? than in working with an opposition or achieving justice.
In a February 22 television interview, President Saakashvili picked up that theme, claiming that the charges against Ugulava are linked to the fact that Prime Minister Ivanishvili, when a private investor, had been ?interested? in the Tbilisi property in question, which was eventually sold to another investor, and that a ?disagreement? with the billionaire had occurred.
For now, however, Uglava?s path does not lead directly to jail: General Prosecutor Archil Kbilashvili told journalists that there is no indication that Ugulava will be arrested at this point. He did note, however, that Saakashvili could be called in for questioning.
In what has been seen as a counter-move against more serious steps deemed likely to come (in particular, the mayor?s resignation from his post pending trial), former Prime Minister Vano Merabishvili, the secretary-general of the UNM, has been named as one of Ugulava?s deputy mayors.
Senior members of the Georgian Dream coalition though, have asserted that no political persecution is taking place, and that the investigation into Ugulava was carried out ?normally.?
The fact that no concrete evidence against Ugulava yet has been released to the public has not, however, hindered the new government and other political parties from assuming the mayor?s guilt ? a practice common in Georgia during the UNM?s years in power as well.
The prime minister weighed in on the case on February 22, telling journalists, without citing grounds, that Ugulava ?spent the people?s money.?

Cuba's Raul Castro raises possibility of retiring
HAVANA (AP) ? Cuban President Raul Castro has unexpectedly raised the possibility of leaving his post, saying Friday that he is old and has a right to retire. But he did not say when he might do so or if such a move was imminent.
The Cuban leader is scheduled to be named by parliament to a new five-year term Sunday, and Castro urged reporters to listen to his speech that day.
"I am going to resign," Castro said at a joint appearance with visiting Russian Prime Minister Dmitry Medvedev, an enigmatic smile on his face. It was not clear whether he was joking.
"I am going to be 82 years old," Castro added. "I have the right to retire, don't you think?"
When reporters continued to shout questions about his plans for the next five years, Castro replied: "Why are you so incredulous?"
He said to listen carefully on Sunday.
"It will be an interesting speech," he said. "Pay attention."
Castro's tone was light and his comments came in informal remarks at a mausoleum dedicated to soldiers from the former Soviet Union who have died around the world.
The Cuban leader has spoken before of his desire to implement a two-term limit for all Cuban government positions, including the presidency. He has also alluded to the limited time he has left to overhaul the island's weak Marxist economy.
That has led many to speculate that this upcoming term would be his last, though term limits have never been codified into Cuban law.
In Washington, State Department spokeswoman Victoria Nuland had no comment on Castro's remarks.
Most Havana residents had not heard about the comments, which were not shown on Cuban television, although other footage from his appearance with Medvedev was shown. Many reacted with skepticism.
"Who would they put in?" asked Marta Alvarez, a 45-year-old housewife walking through Old Havana. "But I don't think it would be now. It would happen in five years."
Castro will be 86 when his next term ends in 2018. Up until now, all eyes had been on who would emerge as Castro's first and second vice presidents during Sunday's proceedings. The positions are currently occupied by two loyal octogenarians who fought in the 1959 revolution.
Putting someone younger in one of those roles would be the first sign that Castro was settling on a potential next-generation successor, something he and his brother Fidel have never done, even as many comrades have succumbed to old age.
As far back as December 2010, Castro began to reflect on his responsibility, and that of his aging generation, to right Cuba's economy, noting that the actuarial tables leave them few remaining years.
"The time we have left is short, the task is enormous," he told lawmakers in his year-end speech that year. "I think we have an obligation ... to set (the country) on the right course."
When Raul Castro does leave the political stage, it would end more than a half century of unbroken rule by the two brothers, who came to power in 1959 at the head of a revolution against U.S.-backed strongman Fulgencio Batista.
Armando Gutierrez, a 78-year-old Cuban-American lawyer in Florida and veteran of the failed 1961 Bay of Pigs invasion, said he hoped Castro wasn't joking about retiring, but doubted that whoever follows would bring true political change.
"Can you imagine 54 years?" Gutierrez said. "Not even the Roman emperors lasted that long."
Relations with the United States have been sour since shortly after the revolution. One of the key provisions of the 51-year U.S. economic embargo on Cuba stipulates that it cannot be lifted while either of the Castros is in power.
Castro has implemented a series of economic and social reforms since taking over from his ailing brother in 2006, but the island is still ruled by one party. Fidel Castro is 86 and retired, and has seemed increasingly frail in recent appearances.
The elder Castro was also visited by Medvedev, Cuban state-run media reported. Communist Party newspaper Granma reported that the two countries signed an agreement on restructuring more than $20 billion in Soviet-era debt Cuba owes.
The terms of the restructuring weren't announced. The debt has been a point of contention between Cuba and Russia for years. It was originally built up in rubles to pay the Soviet Union for services provided in the 1980s, and Cuba has questioned how much it should be worth today.

Gumtree thief of Apple computers and iPhone hunted
A ROBBER who arranged to meet people selling expensive electronics at a McDonald?s restaurant before robbing them of Apple computers and an iPhone was today being hunted by police.
The suspect, posing as a genuine buyer on the Gumtree website, has struck three times, with the latest robbery on Monday seeing a 24-year-old man robbed of an Apple computer after being threatened.
Police are investigating two incidents from last month which took place in similar circumstances.
The latest victim went to the McDonald?s in Telford Road after agreeing to meet the suspect, whom he believed wanted to purchase his computer, via the Gumtree site.
But upon meeting the victim in the restaurant?s car park, the suspect threatened him and grabbed the device before running off.
The theft bears a striking similarity to two incidents which happened in quick succession in January in the same car park.
On Sunday, January 20, a 31-year-old victim had agreed to meet the suspect after advertising an iPhone, again on Gumtree.
This time, the suspect wrestled the item from his grasp before making his escape.
The following day, a 33-year-old man was assaulted and robbed of another Apple computer, which had again been advertised for sale on Gumtree.
Inspector Mark Rennie, who is leading the inquiry, said: ?While no victims were injured, all were understandably distressed as a result of their respective ordeals.
?We are carrying out inquiries in order to establish whether these incidents are linked.
?At the same time we are warning anyone conducting any transaction over Gumtree or any similar website to take precautions to ensure their safety.?
Anyone with any information about these crimes should contact police on 0131-311 3131, or 0800 555 111.
Police are urging Gumtree sellers to consider their safety.
Although the cost of the stolen items has not been revealed, a brand new iPhone 5 can cost up to ?732, while iMac desktop computers can cost ?1700.
Gumtree could not be reached for comment.

California prisons may have to hire a Wiccan chaplain for inmates after court ruling
SAN FRANCISCO (AP) ? California prisons hire full-time chaplains and spiritual leaders to serve Catholic, Muslim, Jewish, Protestant and Native American inmates.
On Tuesday, a federal appeals court gave new life to a decades-long battle by Wiccan inmates for access to their own full-time chaplain.
The 9th U.S. Circuit Court of Appeals overturned a trial judge?s dismissal of a Wiccan prisoner lawsuit seeking the same rights as the five other religious practices. The appeals court said the Wiccan prisoners make a compelling argument that the California Department of Corrections and Rehabilitation may be unconstitutionally showing preference to the five religions in violation of the 1st Amendment of the U.S. Constitution, which guarantees religious freedoms.
The appeals court ruled that the trial court judge was wrong to dismiss the case almost immediately after it was filed without delving deeper into the evidence. For instance, the court said it could be that a Wiccan chaplain could be needed only at the Chowchilla prison rather than throughout the 33-prison statewide system of 150,000 inmates.
The appeals court also warned that the CDCR may still be able to show that the Wiccans don?t have enough worshippers or critical needs for a full-time chaplain. It ordered the trial court judge to reconsider the case.
?There are certainly enough Wiccan prisoners to merit their own chaplain,? said Gary Friedman, a spokesman for the American Correctional Chaplains Association. ?I hope this leads to the hiring of more chaplains to represent even more minority faith groups.?
Wicca is a pagan religion that worships nature and involves witchcraft.
The number of Wiccan inmates in California is in dispute. A CDCR survey reported 183 Wiccan prisoners in 2007 after recording about twice that number in 2002.
But Patrick McCollum, a leading Wiccan minister who has led the Wiccan prisoner fight for full-time chaplains for 20 years, puts the number at about 2,000 system wide. McCollum said many Wiccans prisoners were afraid to answer the CDCR survey for fear of reprisals. He also argued that a survey should be conducted by a neutral party with no ties to the CDCR.
McCollum, who volunteers as a Wiccan chaplain in California prisons and who lost his own lawsuit against the CDCR in 2011, says he believes the CDCR opposes hiring a full-time chaplain because of a misunderstanding of the religion?s beliefs.
?People have a lot of misconception about Wiccans,? McCollum said. ?It has nothing to do with Satan.?
The CDCR declined comment, citing pending litigation. In court papers, its lawyers argue that its opposition is based strictly on numbers, pointing out that other minority faith groups are also without full-time chaplains. The court papers also argued that Wiccans are served by the full-time chaplains and volunteers like McCollum.
California deputy attorney general Kenneth Roost argued in the court papers that ?the Constitution permits prisons to employ chaplains to accommodate inmates? religions needs, and does not require prisons to hire chaplains representative of all inmates? religions.?
Still, the appeals court said that if the Wiccans claims do hold up then ?the prison administration has created staff chaplain positions for five conventional faiths, but fails to employ any neutral criteria in evaluating whether a growing membership in minority religions warrants a reallocation of resources.?

Today's news that Chinese authorities now have advanced navigation and weaponry to kill suspected criminals in a manhunt was as notable for what China can do ? target a Myanmar drug kingpin suspected in the killing of 13 Chinese soldiers, unmanned, and from above ? as for what it didn't: actually assassinate him with a drone. A look inside China's search for the notorious Naw Kham?in today's?Global Times?reveals that a plan "to?use an unmanned aircraft to carry 20 kilograms of TNT to bomb" the hideout of the Golden Triangle's most wanted gang lord "was rejected, because the order was to catch him alive," as Liu?Yuejin,?director of China's Public Security Ministry's anti-drug bureau, told the paper. But those with an eye on President Obama's foreign policy and targeting killing program say that the U.S. Justice Department's recently leaked and much critiqued "white paper" justifying drone targets would have allowed for China, if it used America's new legal boundaries with its own killer technology, to execute Kham from the sky.

Stuster adds that a strike also could have been justified based on the argument that no one was helping to capture Kham:?

The latest Chinese military technology was on display in November at an air show, with two new models very similar to U.S. Predator and Reaper drones. According to Washington, his daughter Cadlynn, born December 14 with her esophagus detached from her stomach, has suffered from breathing problems since her birth. Allegedly taking the advice of a ?pre-med? classmate at the College of Central Florida who claimed to use the dangerous remedy for her child, Washington poured less than a capful of bleach in about two ounces of formula.

On Saturday night and Sunday morning, the baby was fussy. After waking up at 1 a.m. Sunday, Washington put the bleach in the bottle and fed the child some of the formula, according to OPD reports.
The child vomited some of the liquid and started to cry.
?I panicked. I immediately called 911, called my parents, called her parents and started crying,? Washington said.
The child was rushed to Munroe Regional Medical Center and then to Shands.
Initially, Washington denied putting the bleach in the bottle, OPD reports state.
?I was scared of losing her. I didn?t think of all the cons,? he said.

Lt. Billy Woods of the Ocala Police Department said that Cadlynn was listed in stable condition at Shands at the University of Florida in Gainesville, reports Gainsville.com. Washington says that he hopes to be free soon so that he can see his daughter.
?If I can love anyone as God love us, that?s pretty much how much I love her,? he said. ?I?ll do whatever I have to do to see her.?
Washington was charged with domestic aggravated child abuse and is being held without bond.

The TAngler Bin ? a recreational fishing line recovery scheme now in use across parts of Australia.
Like many of you, I become concerned when wildlife, domesticated animals or humans are injured by lost or discarded fishing line.
I have experienced myself how this can impact on the environment and also those around you.
We, as recreational fishermen, have an obligation and a responsibility to properly discard any fishing line that is excess to our needs.
Many of us already do the right thing, but lost fishing line does create problems. No angler likes losing his fishing gear but it?s a fact of life we can?t avoid that when out fishing it does happen. Very few anglers would lose their tackle on purpose, or deliberately discard line and hooks on river banks or beaches.
Much of the line found on our beaches and riverbanks is lost line which has been caught up on other objects in the water. This broken line and gear eventually ends up either washed up on beaches or riverbanks; it is something we can and should address to help protect our beaches, rivers and creeks.
To do so we need the support of our local council, coastal boards and government bodies to help instigate a positive change.
Such a change is the project known as the TAngler Bin, a recreational fishing line recovery scheme designed to address this issue. The project has been running successfully in NSW since 2006, with a rollout of the OceanWatch Australia bins at key recreational fishing hotspots in NSW coastal and inland locations such as recreational areas, beaches and other fishing spots.
It has since been introduced successfully in some parts of Victoria, NSW and Queensland, with more than 200 bins deployed. The project is now being rolled out to Queensland coastal locations and other areas around Australia on request.
The TAngler Bin is the first major operation in Australia to address problems connected with lost and littered recreational fishing line, such as unintentional injury to wildlife or domestic pets, fish habitat degradation, pollution of our marine and coastal environment and loss of quality recreational fishing experiences.
The project also includes an accompanying education and information campaign aimed at encouraging the prevention of fishing litter, to help anglers better understand that keeping their fishing spots tidy and free of lost and littered fishing line will better help preserve their fishing spots and our wildlife for the future.
It is important to note since the start of the project, more than 10 tons of discarded fishing line has been collected, with a large amount sent for recycling.

Cassini sheds light on cosmic particle accelerators
Feb. 19, 2013 ? During a chance encounter with what appears to be an unusually strong blast of solar wind at Saturn, NASA's Cassini spacecraft detected particles being accelerated to ultra-high energies. This is similar to the acceleration that takes place around distant supernovas.
Since we can't travel out to the far-off stellar explosions right now, the shockwave that forms from the flow of solar wind around Saturn's magnetic field provides a rare laboratory for scientists with the Cassini mission -- a partnership involving NASA, the European Space Agency and the Italian Space Agency -- to observe this phenomenon up-close. The findings, published this week in the journal Nature Physics, confirm that certain kinds of shocks can become considerably more effective electron accelerators than previously thought.
Shock waves are commonplace in the universe, for example in the aftermath of a stellar explosion as debris accelerate outward in a supernova remnant, or when the flow of particles from the sun -- the solar wind -- impinges on the magnetic field of a planet to form a bow shock. Under certain magnetic field orientations and depending on the strength of the shock, particles can be accelerated to close to the speed of light at these boundaries. These may be the dominant source of cosmic rays, high-energy particles that pervade our galaxy.
Scientists are particularly interested in "quasi-parallel" shocks, where the magnetic field and the "forward"-facing direction of the shock are almost aligned, as may be found in supernova remnants. The new study, led by Adam Masters of the Institute of Space and Astronautical Science, Sagamihara, Japan, describes the first detection of significant acceleration of electrons in a quasi-parallel shock at Saturn, coinciding with what may be the strongest shock ever encountered at the ringed planet.
"Cassini has essentially given us the capability of studying the nature of a supernova shock in situ in our own solar system, bridging the gap to distant high-energy astrophysical phenomena that are usually only studied remotely," said Masters.
The Cassini-Huygens mission is a cooperative project of NASA, ESA and ASI, the Italian space agency. NASA's Jet Propulsion Laboratory, a division of the California Institute of Technology in Pasadena, manages the mission for NASA's Science Mission Directorate, Washington.

Westfield Symphony's ?Night at the Movies? Brings Music of The ...
WESTFIELD, NJ??A Night at the Movies,? The Westfield Symphony Orchestra?s retrospective of music from the silver screen, was a hit with an audience of all ages on Feb. 17. The concert, which took place at the Presbyterian Church in Westfield, covered touchstones of great movie music from Gone with the Wind to 2001: A Space Odyssey to Star Wars and even Forest Gump.
The music is the part of the movie that is ?taken in not by the eyes but through the soul,? explained WSO Music Director and Conductor David Wroe, who once worked under the great movie music composer John Williams.
Audience members clapped along to the march from The Bridge On the River Kwai, smiled at the familiar tunes of West Side Story and Indiana Jones and held their breath to the theme from Jaws. As the tempo increased and the great white shark seemed to swim ever closer, Maestro Wroe turned to the audience, biting his nails, and the crowd erupted in laughter.
During the intermission, concert attendees had the opportunity to purchase a stunning faux pearl necklace for $30 from The Friends of the Westfield Symphony Orchestra that commemorates the 30-year ?Pearl Anniversary? of the Symphony. This timeless classic is also available at Bittersweet Designs, 221 Lenox Ave., Westfield. All proceeds from necklace sales will benefit the WSO.
According to the WSO, this performance was made possible through the generous support of the NJ State Council on the Arts and the Geraldine R. Dodge Foundation.

No. 1 Indiana in showdown at No. 4 Michigan State
EAST LANSING, Mich. (AP) ? Tom Izzo put it best.
"It doesn't get any better or bigger than this," the Michigan State coach said.
Izzo's fourth-ranked Spartans will host the No. 1 Indiana Hoosiers ? led by his former assistant and good friend, Tom Crean. Tuesday night's game marks the first time two top-five teams have met at the Breslin Center.
It's the third matchup of top-four teams in college basketball this season, and the second for Indiana, which beat then top-ranked Michigan. It's just the fourth with a pair of Big Ten teams since 1997, according to STATS LLC.
First place in the Big Ten ? and perhaps top seeding in next month's NCAA tournament ? will be at stake with four games remaining in the regular season after this matchup.
And to add to the hype, former Michigan State great Magic Johnson is scheduled to work the game as an ESPN analyst.
"What I'm going to preach to my guys is, these are opportunities that 99 percent of America never get to be a part of," Izzo said.
While Izzo is embracing the significance of the showdown, Crean insisted he won't even mention what is on the line when he talks to his players.
"It's another very big game and right now at Indiana, and I'm sure it's this way at Michigan State, every game is a big game," Crean said. "Not just because it's a great league, but because of where you sit in the league and where you sit nationally.
"Our guys have played in quite a few of these types of games and we've been in some tough environments. There's no question that the environments will be incredibly exciting."
Crean would know, because he was on Izzo's bench in East Lansing from the 1995-96 season ? Izzo's first as a head coach ? through 1998-99, when the Spartans went to their first of three straight Final Fours.
Izzo said coaching against his former colleague is a little like Crean's brothers-in-law ? John and Jim Harbaugh ? competing on opposite sidelines earlier this month in the Super Bowl.
"I don't like doing it," Izzo said. "They didn't like doing it. But I thought John Harbaugh had a great line, 'The only thing that could be worse than this is if one of us didn't make it.'"
The Hoosiers were expected to be great ? ranked No. 1 in the preseason ? and they have been with center Cody Zeller, guard Victor Oladipo and forward Christian Watford leading the way. They've won three straight since losing by two points at Illinois and eight of their last nine games, including a closely contested victory over Michigan State last month.
"Indiana is playing at a level like no other," Izzo said. "They've sustained it the whole year, which, to me, is one of the most impressive things you can do."
The Spartans, without All-America forward Draymond Green, were expected to be in somewhat of a rebuilding mode. Ranked No. 14 in the preseason, they got their first quality victory by beating Kansas and have steadily climbed in the poll by winning five straight and 11 of their last 12 games thanks to a balanced offense and stifling defense.
"Their team is good, and they've been good for a long time," Crean said. "To look at what they're doing now and say, 'Wow, they're doing such a good job,' would discredit what they did in November, December and January."
On Jan. 27 at Assembly Hall, Oladipo had 21 points, seven rebounds, six steals and three blocks to help the Hoosiers hold off Michigan State in a 75-70 win.
Crean said he expects Oladipo to play Tuesday, three days after he limped off the court with a sprained left ankle in the first half of a win against Purdue and sat out the second half.
Michigan State freshman guard Gary Harris, an Indiana native, said the Spartans will try to stop Oladipo from doing what he does best.
"He guards on the defensive end and gets them going offensively in transition," Harris said. "We just have to be smart, especially on the offensive end because he plays the passing lanes."
The Spartans don't anticipate Travis Trice playing for the first time since he suffered a head injury last month, taking away a backup point guard who played a career-high 30 minutes and matched a career high with five assists when Keith Appling was limited by fouls at Indiana.
That will make it even more important for Appling to stay on the floor. Like Izzo, the junior point guard isn't hiding how fired up he is about the game.
"That's why we came here, to compete for Big Ten championships and potential No. 1 seeds in the tournament," he said. "I definitely embrace it and I think that's one of the things that will help us play harder."

Why Gaming Needs PlayStation 4 - VideoGamer.com
As we all know, or at least think we know, Sony is all set to unveil PlayStation 4 (or Orbis. Or PlayStation) at a New York press conference on Wednesday, February 20th. As with every console announcement, or indeed major tech announcement these days, the internet is awash with speculation, rumour (both sourced and unsubstantiated), and a torrent of noise and bluster. No surprises there. Perhaps more than any other time though, certainly any other dawn of a new console generation, there?s an air of apathy and malaise creeping its way into the online discussion and social media chit-chat.
One reason ? of many ? is that the PC has reestablished itself not only as the go-to platform for cerebral, mature, adult gaming experiences, but now also the types of games that had previously been the domain of the consoles. The easiest example here is Far Cry 3 - still a wonderful game on 360 and PS3, but so much better on a decent PC that it really signaled the end for these aging boxes.
So with PlayStation 4 on the horizon, and a list of leaked specs that make the old machine look like a shoebox, clearly consoles will be able to display this sort of now-requisite graphical fidelity, but still there?s apathy. To many, the days of fixed-powered crates of gaming capability feel positively old fashioned, they?re relics, and the PS4 just represents another go-around for an outmoded model. The future is in Steam Box, in iOS, in Google, Facebook and whatever else is around the corner.
I disagree. Hugely. While the specs, on paper, might not match up to the highest of high-end PCs at the moment, and definitely won?t in a few years, specs aren?t and will never be as important as artistry. Would Journey be improved if you were able to toy with the framerate or tweak the Field Of View? While some might argue yes, for me ? as a believer in the power of the author and the artist ? I say no. Resoundingly so.
There?s merit and truth to the notion that a level-playing field allows artists to express themselves. This is by no means an anti-PC rant - I love the openness of PC gaming, I adore Steam - but by eliminating the variables inherent in different graphics cards, processors and RAM setups, the discussion gets back to where it should be - the games.
That?s always what PlayStation?s represented to me ? great games, and a simple gateway to worlds that could be construed as works of art. That's why we need PlayStation 4. The same can be said for other consoles, absolutely, but ever since the talk of the ?emotion engine? in the days of the PS2, I?ve bought into that rhetoric. Of course it?s marketing hyperbole, but it comes from the right place, and that?s been proven by a library of games that has tried to push the boundaries of the medium. From critical heavyweights Ico, Heavy Rain and Journey (among many others) to blockbusters such as Uncharted, PlayStation has always been at the forefront of changing what we expect from games.
Ostensibly, this is a pro console argument rather than a pro PlayStation specifically, but this first sniff of the next-gen is palpably exciting to me. While we eagerly await the games that will herald the true dawn of PS4, it?s not hard to speculate on a couple of efforts that will more than likely accompany the new console in its launch window.
The impressive-looking Star Wars 1313 may be caught in the crossfire between Lucas and Disney, but its strong showing at E3 2012 suggests that it?s not going anywhere. And it looks the business - spectacular staging, unprecedented effects. It doesn?t look to be doing anything hugely new, though. Cover-shooting, explosions, green and red lasers...
More interesting is Ubisoft?s Watch Dogs, a game that demonstrates the two most tantalising prospects of next gen for me ? new IP, and new gameplay. It?s no secret that new consoles bring the possibility and potential for publishers to toy with new ideas, to launch new wannabe-franchises in the hope that hungry early adopters will snap them up to justify their new purchases. It also gives developers and creatives the opportunity to try different things. Watch Dogs is thematically intriguing, and already looks spectacular, but beyond the E3 demo's rather played-out fire fight, there?s a fascinating camera pan up to a second character, who we can only presume is another protagonist. Could this be asynchronous cooperative play in a highly-detailed open world? These are the reasons I get excited about next gen.
Much of the innovation in gaming at the moment comes from the indie space; something I find incredibly, life-affirmingly healthy and positive for the industry. However, the nature of indie means that budgets are tight and production values smaller. The promise of PlayStation 4 means that Triple A is going to be a feeding ground for the innovators once again. If not, quite simply, the machine will not need to exist.
The potential for innovation extends further than the software. The much-touted Share functionality ? that it?s suggested will automatically record the last 15 minutes of gameplay at a hardware level ? finally gives credence to the YouTube culture that has taken our industry by storm in the past couple of years. While the details are still unclear, the promise of hardware-end video recording is huge for gaming, not only being able to share tactics and secrets, but also to enjoy games in a completely new way creatively. This, combined with the burgeoning relationship with now Sony-owned streaming-service Gaikai (which will surely play a part in Wednesday?s presentation) has far-reaching possibilities, should it be implemented together.
PlayStation 4 is exactly what the video game industry needs right now. The pressure is on Sony to restore the faith its consumers are lacking, and to reaffirm the power of a brand that was once synonymous with the very medium itself. It needs to lead once again. And if it can do that, if PlayStation 4 can get the world excited about video games once more, then everyone wins.
